The state may refuse to grant a license if a student has been convicted of a crime; committed any act involving dishonesty, fraud, or deceit; or committed any act that, if committed by a licentiate of the business or profession in question, would be grounds to deny licensure. The Kansas Board of Cosmetology and Kansas Board of Barbering denies licensure on the grounds that the applicant knowingly made a false statement of fact required to be revealed in the application for such license. Students who are not U. S. citizens or who do not have documented authority to work in the United States will not be eligible to apply to take the state licensure examination. COSMETOLOGY, MANICURIST, AND ESTHETICIAN - APPLICATION PROCEDURE
- Any applicant desiring to become licensed as a cosmetologist, manicurist or esthetician in the state of Kansas shall submit a written application for examination and licensure to the board on a form approved and furnished by the board no later than the 15th of the month before the date of the examination.
- The application shall include the following:
- A statement from the licensed school that the applicant has completed the apprentice and curriculum requirements and the date of completion; and
- The non-refundable fee as required by K.A.R. 69-11-1.
COSMETOLOGY, MANICURIST, AND ESTHETICIAN - LICENSURE EXAMINATIONS
Each applicant taking the state board of cosmetology examinations shall be granted a license authorizing the practice of cosmetology, nail technology or esthetics if the applicant attains the following examination scores:
- An average of at least 75 percent on the practical examination sections; and
- At least 75 percent on the written examination.
- The licensure examinations shall be developed and administered by the board or by a board-approved examination provider.
BARBERING - qualifications for licensure
- Is at least 16 years of age and of good moral character and temperate habits;
- Has graduated from a high school accredited by the appropriate accrediting agency or has otherwise obtained the equivalent of a high school education;
- Is a graduate of a barber school or barber college approved by the board or has satisfactorily completed the barber course at an institution under the control of the secretary of corrections or the disciplinary barracks at Fort Leavenworth or has been certified in a related industry, such as barbering in any branch of the United States military service, and has completed a course of study in a licensed Kansas barber college or barber school as prescribed by the board under K.S.A. 65-1810(e), and amendments thereto, or has been a cosmetologist licensed by the Kansas board of cosmetology and has completed a course of study in a licensed Kansas barber college or barber school as prescribed by the board under K.S.A. 65-1810(e), and amendments thereto; and
- Has paid an examination fee and has passed the examination conducted by the board to determine the fitness of such person to practice barbering.
- Any person who fails to pass an examination conducted by the board to determine such person's fitness to practice barbering shall be entitled to take the next examination conducted by the board.
- The board may issue a temporary license to practice barbering to any person who has graduated from an approved barber school or barber college and who makes application to take the next examination for licensure to practice barbering. Such license shall be effective only until the results of the examination are announced. No more than three temporary licenses shall be issued to any one person.
